Sun Meijun, Secretary of the Party Committee and Director of the General Administration of Customs, led the study of the spirit of the plenary session and delivered a speech. Members of the Party Committee of the General Administration of Customs exchanged their learning experiences and ideas and measures for implementation. The meeting pointed out that the Fourth Plenary Session of the 20th CPC Central Committee was a very important meeting held on the new journey toward the second centenary goal. General Secretary Xi Jinping's important speech at the plenary session systematically summarized the new progress and achievements made in various undertakings of the Party and the country since the Third Plenary Session of the 20th CPC Central Committee, profoundly expounded on the basic judgment of the domestic and international situation during the "15th Five-Year Plan" period and the great significance, guiding ideology, major principles, major strategic tasks, and fundamental guarantees for economic and social development, and clarified a series of directional and fundamental major issues for promoting economic and social development in the next five years and even longer, providing a scientific guide and important principles for doing a good job in customs work in the current and future periods. The "Suggestions of the CPC Central Committee on Formulating the 15th Five-Year Plan for National Economic and Social Development," adopted at the plenary session, is a programmatic document guiding economic and social development during the 15th Five-Year Plan period. It represents another general mobilization and deployment to build on past achievements and continue advancing China's modernization, and will undoubtedly have a significant and far-reaching impact on the development of the Party and the country. The meeting emphasized that the national customs authorities must take studying, publicizing, and implementing the spirit of the plenary session as a major political task for the present and future. Party committees at all levels must shoulder their primary responsibility, effectively organize leadership, conduct learning and training, publicize and explain the spirit, and conduct research and interpretation. They must firmly grasp the important principle of "six insistences," unify their thinking and actions with the spirit of the plenary session and the major decisions and deployments of the CPC Central Committee, accurately position customs work within the overall context, and implement the strategic tasks and major measures deployed by the plenary session without compromise, firmly upholding the "two establishments" and resolutely achieving the "two safeguards" with concrete actions. The meeting required that customs authorities nationwide should focus on the main economic and social development goals set forth at the plenary session, systematically review the major strategic tasks related to customs outlined in the "Suggestions," earnestly implement General Secretary Xi Jinping's important instructions on building the Hainan Free Trade Port to high standards, and meticulously carry out the island-wide customs closure operation of the Hainan Free Trade Port. Comprehensive measures should be taken to promote stable growth in foreign trade, while strictly preventing risks and ensuring security. All-out efforts should be made to fulfill the annual work tasks, ensuring a successful conclusion to the 14th Five-Year Plan, and developing a high-quality 15th Five-Year Plan for customs development and port modernization. The fundamental guarantee role of comprehensively and strictly governing the Party should be better leveraged, and the comprehensive and strict governance of the Party and customs should be persistently promoted. The political responsibility for governing the Party should be tightened and implemented, the achievements of in-depth study and education on the spirit of the Central Committee's Eight-Point Regulation should be consolidated and expanded, the work of rectifying formalism and reducing the burden on grassroots levels should be continuously deepened and expanded, and the integrated approach of preventing corruption, making it impossible to be corrupt, and making it undesirable to be corrupt should be promoted to create a clean and upright political environment. The meeting invited Wang Changlin, Vice Chairman of the National Development and Reform Commission, to give a special lecture on studying, publicizing and implementing the spirit of the Fourth Plenary Session of the 20th CPC Central Committee. The chief engineer and the principal responsible persons of various departments of the General Administration of Customs, all directly affiliated enterprises and institutions in Beijing, and all directly affiliated customs units, as well as the responsible persons of the Discipline Inspection and Supervision Group stationed in the General Administration of Customs, participated in the study and discussion.
